I’ve already tried reinstalling the RAM, GPU, CPU, and BCM battery. All cables are properly connected to the motherboard, and a 6-2 PCI-E cable is linked to the GPU. I removed the SSD and one stick of RAM. I reached out to Nvidia who suggested my GPU might be faulty (though fans still operate). Before returning the GPU, I wanted to ask if there’s anything else I can do—remember, the HDMI port fits the GPU and I’ve tested two different cables.

Is the display connected to the 5060 rather than a motherboard video link? Just confirming. Have you checked the input ports on the display? Also, do you have another PC ready to test the GPU?

Yes, it is attached to the 5060.
By cycling does that mean changing my HDMI cord to the various HDMI input ports on my monitor? If so yes.
No.

Do you have another GPU available? By cycling, I meant adjusting the ports through the menu on the screen.

Finding solutions can be difficult without available choices, particularly because your CPU doesn't have built-in video support.
