I can't follow the first approach you mentioned since turning it on by pressing the power button causes it to loop and won't let me use a screwdriver.

Activate the PSU—does it restart? If yes, the board is faulty. Replacement is necessary. If shorting the power pins works and triggers a RAM error, proceed.
