I was watching a video and scrolling frame by frame using the mouse, which caused the PC to restart repeatedly. It kept rebooting at the motherboard splash screen. Sometimes I managed to log in to Windows, but it would just restart again after a few seconds or minutes. There were no BSODs or error messages.

I checked that the hard drive and RAM were 100% healthy. The GPU power was unplugged and the reboot still occurred, so it wasn’t a GPU problem. I entered BIOS and set SAFE MODE, but the PC kept rebooting in both modes, which suggests a software or hardware issue. The CPU and GPU temperatures were normal, fans were running, and the system wasn’t water cooled.

The only possibilities left were a failing PSU or motherboard, or possibly a short in the wiring. I cleaned the system, verified all connections, but it still kept restarting. I’m unsure what else to try. I’m considering replacing the PSU tomorrow and see if that resolves the problem. Any other advice would be appreciated?

When sharing a troubleshooting thread, it's important to provide detailed system specifications. List them clearly as follows:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
Include the age of the PSU along with its make and model. Also, note the current BIOS version for your motherboard.
To help identify if your PSU is the cause, you could borrow a well-built one from a friend or neighbor and test it on your system while breadboarded.

i7-7700K Gigabyte GA-250M...BIOS version unknown because it prevents staying in BIOS long enough to locate it, and it keeps rebooting.
Windows 10 Pro
PSU Corsair CX600
Sorry, I eliminated the PSU as well. I managed to replace it with another from an old PC, which started working properly, but the rebooting persisted even after that change, indicating it’s not a power supply issue.
I’m unsure what’s left—could it be a motherboard problem?

I've been here long enough... BIOS version F9, dated April 10, 2018. However, I'm not sure it's caused by a faulty BIOS. It didn't restart my computer at all before, so why would it start acting like this now?

The issue of continuous rebooting in safe mode suggests it isn't caused by malware or Windows problems, as it restarts even before the Windows screen appears. Some users mentioned a wiring fault leading to a short circuit. I've chosen to remove the audio connector on the motherboard, and the computer hasn't rebooted again in the past 15 minutes.

Just a quick note to anyone who might have faced the same problem—seems I fixed it. It’s been stable for the last few hours without any more reboots. I tried a few things: possibly shorted MMO ports, replaced the CMOS battery, swapped RAM into a different slot, and unplugged extra components like LED lights and the HDD reset button, keeping only the power switch on. After these adjustments, the issue disappeared.
