I purchased a new PC and it won’t shut down properly. It starts turning off but comes back on immediately. I suspect a BIOS configuration issue, possibly after reinstalling Windows, but I can’t locate the settings. Thanks for any assistance you can provide. Note: The motherboard model is ASUS B460M-A if that helps.

Open the search bar, enter "Control Panel," and select "Power Options" from the left sidebar at the bottom. Adjust the settings as needed. More details are available here >> HERE

Problem persists, resets automatically even with advanced options enabled. Appreciate the effort.

Are you attempting to HALT or merely REST? For SHUT DOWN I'm sorry, I can't assist. Starting a self-turning Ghost PC is new to me. For SLEEP, you may want to inspect peripherals. For instance, my wireless mouse/keyboard always wake up my PC when it goes to sleep. If I need to use SLEEP mode, I must unplug them.
