It won't turn on and the issue occurs during the startup process. When the PSU is switched off and then back on, the PC attempts to start but fails after 12 seconds. It was working properly just a few hours prior. The reason behind this behavior needs further investigation.

Hey thanks!
I just attempted to reset the BIOS again and still didn't get a response. The PC worked fine before that, which suggests the problem is happening only sometimes. When I press the power button, it seems to try to start like in the video, but pressing it again doesn't work unless I switch the PSU power source. Could this be related to a power supply issue?
Some relevant hardware:
Cooler Master V650 SFX Gold power supply
ASUS ROG Strix Z490-I Gaming motherboard
Intel Core i5-10600K 4.1GHz CPU

I just attempted to reset the BIOS again and still didn't get a response. The PC worked fine before that, which suggests the problem is happening only sometimes. I just noticed someone describing the same problem: "The case power button doesn't work unless the PSU power is turned off and then back on first," but a fresh PSU didn't fix it, and it looks like no clear solution was found.

Performed paperclip test and PSU is working properly. I purchased a PSU tester just in case any other issues exist with the PSU. The motherboard uses four standoffs, so a short shouldn't occur due to them.

The paper clip test is ineffective; it merely indicates some presence of power. It doesn't confirm viability.

Tested the PSU and compared the readings with the specifications listed here. It looks like the -12 V is significantly lower than expected, around -1.9 V instead of the usual range of -10.8 to -13.2 V. The power-on delay is also a bit shorter than the recommended 100 ms. I just need to confirm if the PSU is likely the issue before replacing it.
