I checked the PSU using a multimeter reading 12.3V on the 12V line, 3.4 on the 3.3V line. The 5V output shows no issue, so it might not be the problem.

You can't just check the version; you need to access BIOS settings. Updating BIOS is possible via the flash option without using the CPU. You'll require a USB stick with the latest BIOS file. It's worth attempting if you have a USB drive and a place to download the BIOS, then extract and install it carefully. The process is a bit tricky but manageable with precise steps.
