When you boot your PC at 3.9, it won't start properly. It's an older build, with specifications like an i3 3.60 GHz, NVIDIA 210, and 8 GB RAM.

I checked the BIOS settings, reset the CMOS, and looked up the PSU brand and model.

It's really inexpensive, the PSU name is circle and model number. I don't know.
