But the stutters occur when there is a CPU usage spike,i have seen spikes to 47% CPU usage in the video.
The CPU is not 100% used so no bottleneck.
Maybe it's the game,It's a new game after all.

There is a 20fps swing in frame based on the direction you're viewing. Adjusting shadows appears to be the most effective solution. Keeping shadows high prevents dropping below 60fps. Open World games typically load content as you progress. Most rely on the cell system, loading and unloading cells as you move. Distant cells are shown through LODs or simplified objects. Improper LOD management can cause scenery to appear abruptly. In Bethesda titles, a console command can display cell borders and an ini file option exists to load more cells and reduce pop-ins.
My assumption is the game and some personal graphic options being too high. The quickest way to confirm this is to play with the lowest possible settings. If the stutters go away, then my analysis is accurate. The following step would be to identify which settings are causing the issue and adjust them to their proper levels. All other settings that aren't contributing to the stuttering or reducing your FPS can be increased.
