Valve shared some reflections on the Orange Box ten years ago in an interview with PC Gamer. It seems they didn't discuss Half Life 3 or any continuation of the saga.
It's unlikely this will occur. Should it happen, the outcome could be completely different. There has been significant change at Valve since the HL2 era, such as the departure of their primary writer. The company has evolved far from its former state.
Unfortunately, Half Life 3 was confirmed dead not too long ago. It's possible the story will never be concluded considering the controversy over the HL3 story being leaked.
I really don’t want to run into Gabe, maybe I’ll just give him a solid punch in the nutsack.
Picture HL3 never coming to life. If Valve ever revealed it, the excitement would be out of control and expectations would soar to dizzying heights. It would essentially need to be the greatest game ever to meet those lofty standards. Think about how Duke Nukem Forever became a joke rather than a serious title—some people even enjoyed it as a joke.
If HL3 is released, I'll purchase it. If not, it doesn't matter much anymore. I've been playing HL2 games for about five years now. I used to be really excited about HL3's release, but time has passed and I don't pay much attention to the characters or story. Valve should stop confusing fans with unnecessary updates and just communicate clearly.
The question refers to who made the decision for HL3's release.
