Hello, from the title you see the issue—Windows is quite pricey! This will be my first PC with a Core I5-4690K, Gigabyte GA-Z97X-SLI, Seagate Barracuda 1TB HDD, generic 1x8GB 1600MHz RAM, and ZOTAC GeForce GTX 960 OC 2GB GDDR5. If I need Windows 7 (which I currently use), it becomes too costly. Any advice would be appreciated. Thanks!

What are you trying to achieve? Are you looking for information about Jack Sparrow Windows 7, wanting to sell something, or seeking part-time work to buy a Windows 7 copy? Also, do you think Windows 8 is better than Windows 7?

If you've invested so much in a PC and can't afford Windows 7 or 8 for under $100, it's hard to know what to do. The link you shared points to a product page that might help.

This setup isn't a gaming rig, so you don't need the i7 with a GTX 960. You can opt for a lower-end Xeon E3-1231 V3 CPU, an h97 chipset board, and stick with the stock cooler. It will still give you similar performance if you didn’t overclock, saving a lot of money that you can then spend on a genuine Windows version. Be careful with G2A. Grey market sellers are risky.
