Verify two points: CSM should be turned off in BIOS. Rebar needs this setting to function, and it seems ASRock BIOS allows enabling Rebar without disabling CSM. Make sure you're using a recent enough VBIOS that supports Rebar—some older cards won't work. Of course, the performance boost on Nvidia is minimal (3-5%), so it probably isn't worth the extra effort beyond 20 minutes of troubleshooting.

With my 3090 and ResizableBAR installed, the problem persisted even though BIOS settings were correct. The Nvidia control panel didn’t recognize the ResizableBAR feature. The solution was updating the recently released vBIOS for ResizableBAR. I also needed to refresh both the card’s vBIOS and the Quiet/Performance vBIOS. If you have a 3070, you might encounter the same issue—perhaps a simple vBIOS update would resolve it.
