When I launch notepad, it opens too large on my left screen making it hard to view the top area. I can adjust its size using the left arrow key, but it still feels repetitive. I’m wondering if there’s a permanent solution to prevent this from happening each time I open a new window. I’ve restarted my computer multiple times and confirmed there are no missing updates.

Go to the location where you can reach the bar at the top. Drag the bar manually down and tweak its size until it looks just right.

Press the Hold Windows key and use the up arrow to maximize the window. Then hold the title bar to drag it down, allowing the window to float again. You can move it with the title bar and adjust its size from there.

I promise I attempted this method previously and it failed... sorry for the confusion.
