Yesterday marked the start of Lollipop's rollout, but not all Nexus Wi-Fi devices received the update immediately. The initial release will begin with a tiny portion (just 1% of devices) and expand gradually over time. It seems my Nexus 7 from 2013 wasn’t included in that first batch, so I wasn’t able to get updated on day one.

It's still not fully released. Factory screenshots are only available for the Nexus 9, but most or all of the code is accessible in the AOSP branches.
