Checked another cable, but since the boot LED remains active, it seems the system isn't progressing past POSTing.

It’s possible the CPU might be misplaced or not fully seated, which could explain why the onboard graphics aren’t working.

It won't function with the onboard HDMI, possibly due to the BIOS. Have you installed a new BIOS yet? The 790 model supports 12th and 13th generation chips, so upgrading to a newer BIOS might be necessary. The recommended one is 1205.

is there a button on the back IO panel labeled flash bios? yes, asus rog strix z790-a supports that feature. remove the CPU and GPU, format a USB drive using fat32, place your desired BIOS file on it with the right name, search for it, then insert the drive into the slot and press the bios flashback button to boot.
