The key issue we must address is whether your "modem" functions only as a modem or is set up as a router. I think it’s likely the latter. Have you connected your PC directly to the modem? Did you access the modem settings to check its status? If the modem operates in router mode, it’s best not to use another router in that role; instead, keep it in bridge mode or use the router as a WiFi access point and network switch.
