Check your bios and then the PCH settings for the PCIe slot’s bandwidth setting. You can also find the maximum bandwidth indicated by the slot labels such as x1, x4, x4x, etc.

What the hardware relies on is specified, like using Gen2 when a GPU has that port. It’s missing from my view right now... I’ve been up for three hours already, so I should probably search for more info.
