What would be your perfect cooling setup in terms of tubes?
Purchased a new one – my previous model was likely over 5 years old, and I understand they have limited lifespan. The new one is now installed, but the PC froze during the first boot. After waiting, I tried again; the cables are warm, but the Corsair light is flashing red, suggesting it thinks it's overheating.
Using NZXT CAM, temperatures are around 96/97, which is close to the max my CPU allows (95). I ran a benchmark again – results improved slightly but still not ideal.

About to run out of time, so I’ll shut it down now.
One tube hot while the other is cold... your cooler isn't functioning properly.
With a correctly working liquid cooler, the fluid and tube surface quickly reach balance.
In my own tests a few years back, under full load, there was a temperature difference of about 1-2°C between the skin on the supply and return lines.
I'm not certain about the case you're using, but it seems a 240mm might not be enough to cool the processor effectively—it's still running below the optimal speed for the CPU. I might consider adjusting the voltage offset, though I have limited experience with that.
when you installed your new cooling system, did you take off the plastic film at the base of the metal plate? were you doing it, didn't you? does your pump make a buzzing sound? should it be? should you place the radiator on top of the CPU? that's the best way to ensure water reaches the pump. or are you skipping AIOs and opting for a durable NH-D15 aircooler that will last? you might want to remove everything and start fresh. Try mounting the parts outside the case for better access, then connect the screen, keyboard, and mouse, and test it. be patient.
