It turned out the Asus Precision Boost Overdrive was excessively limiting my temperatures and overall performance. I returned to the BIOS and reset everything to defaults, and things improved significantly.

Thank you to Nine Layer Nige and Zerk2012 for your assistance!
Edit 2: Required a replacement cooling solution as well to stabilize the CPU. Final benchmark:

Seems like everything is going poorly.
I'll also include this in the original message.
Thank you
You may wish to refresh the bios as well as the chipset driver if it is outdated.
It seems your cooler isn't functioning properly or is installed incorrectly. Are both tubes hot?
I recall seeing this PBO feature in the BIOS during the initial setup. A quick search suggested it could assist with better temperature control, but recent videos indicate it might be limiting temperatures instead. This seems to be what's causing the throttling. I'm planning to reset the BIOS to its default settings to check if that improves things.
It seems like you're trying to convey your concerns about the cooling setup. The situation appears to be unchanged significantly, and there are questions about the temperature of the tubes, the pump's operation, and whether hot air is being expelled from the cooler. You're also considering a 240mm AIO but suspect it might not resolve the issue effectively.
