I initially thought my power supply unit was damaged, but testing it on another build confirmed it worked. My computer briefly powers on for about half a second before shutting off. After disconnecting the EPS cable, it stays on for three seconds and restarts in a steady loop every three seconds. I’ve removed all components except the CPU PSU, motherboard, and RAM stick. Another working PSU from another build also failed. I suspected the issue was with the CPU or motherboard, so I swapped the motherboard and it functioned again. It’s now mounted on cardboard, and the board is a refurbished model from eBay that showed working before shipping. No bent pins, no signs of damage or shorts.

Verify your motherboard, as it should have a switch for accessing the backup BIOS.

I experienced comparable or identical symptoms with my i7-6800K on an ASUS X99 Deluxe II motherboard at some point. With spare components available (except for a spare LGA 2011-v3 CPU and a compatible board), I narrowed the issue to either the CPU or the motherboard. I took it to a local PC store that had extra parts in stock. It seems my system may have faced the same problem. Unfortunately, the CPU was the one that failed. I wasn’t able to purchase a replacement from Intel (as LGA 2011-v3 is no longer supported), so they offered me a refund instead—luckily.
