Is this the feature it backs or something else it relates to? Click the Wi-Fi icon in the Windows system tray, navigate to Open Network & Internet settings, then select View hardware and connection properties. Review the displayed link speed there.

It seems the problem isn't what it appears. You might want to copy a big file between the two machines, like using Windows fileshare, and check the speed in both directions. Another possibility is the disk itself—running a tool such as CrystalDiskMark could help confirm if it's the issue.
