AMD 5600G is the system you have. It doesn’t perform as smoothly as I expected. Clicking on File Explorer didn’t make it speed up instantly, and some videos would freeze or lag briefly—something that never happened with my old 710 GeForce GPU. My previous machine had an Xeon from 2007, while this new CPU is only slightly faster. What changed? Is Moore’s Law still affecting performance?

Have you verified your system settings? Are CPU temperatures being monitored? Is XMP activated in BIOS? Does RAM display the correct rates? Is there any CPU throttling occurring? Could a slow storage device be causing performance issues?

It seems the new setup should outperform the Xeon, but based on what you’ve shared, it might be due to issues with the 5600G or incomplete driver installation.

I operate a standard Athlon 860k that isn't especially powerful, and it launches the file explorer very quickly. There must be an issue there.

Which Windows version are you on? Could you provide a screenshot from Task Manager showing processes and performance? Do you notice many background applications running? Is Windows Update active in the background affecting speed?
