Did he check and update the BIOS prior to installing the operating system, which is essential for Ryzen processors? Also, did he add the newest chipset drivers from AMD’s site or the correct manufacturer’s platform after completing the base OS setup? The specific operating system and hardware components involved are also unclear.

The operating system and hardware usually aren't the main cause of this issue.
The chipset isn't related to the Ethernet port. It's a different controller K. This issue appears when the network interface fails to connect to the DHCP server, usually your router. Use a new Ethernet cable and verify the driver is current.
You say "typical" like it's a common issue.. I've seen very few people post about having connection issues with Ryzen lol. OP are you using ethernet to the motherboard or do you have an add-in card you're using?
