Did your friend perform a fresh OS installation instead of upgrading an existing one? Did he check and update the BIOS prior to installing the operating system, which is essential for Ryzen processors? Also, did he add the newest chipset drivers from AMD’s site or the correct manufacturer’s platform after completing the base OS setup? The specific operating system and hardware components involved are also unclear.

It's a brand new setup with a Windows installation and a USB drive. He didn't refresh the BIOS prior to setting up the operating system. He also downloaded the newest drivers from his website. Parts list: https://pcpartpicker.com/list/WGmY4C

Check the fixes listed on the troubleshooter page.
The operating system and hardware usually aren't the main cause of this issue.

The chipset isn't related to the Ethernet port. It's a different controller K. This issue appears when the network interface fails to connect to the DHCP server, usually your router. Use a new Ethernet cable and verify the driver is current.

Update the BIOS using AMD chipset drivers instead of Asrock. The latest AMD drivers are available at version 17.40 on the official site. Keep the Lan drivers from Asrock for your system.

You say "typical" like it's a common issue.. I've seen very few people post about having connection issues with Ryzen lol. OP are you using ethernet to the motherboard or do you have an add-in card you're using?
