Have you attempted to reset the switch configuration? Checked the bandwidth usage? It seems activity varies across ports—some are low while others are high. Make sure all data is being sent to every port using a traffic monitor.

It seems unlikely it's functioning as a hub; you might only be observing information being transmitted to the broadcast address.

I was also considering this, though some Windows versions (8 and Server 2012 R2) might notice a steady flow of around 30 megabits per second. This seems typical based on my network configuration. (HDMI over Ethernet)
