They're trying to maintain power when the system is off. In Bios navigate to Settings/Advanced/Power Management Setup, enable ErP Ready, then go to Wake Up Event Setup and turn on Resume by USB device. This allows power through USB ports while in standby mode on the board.

I attempted this earlier but it doesn't affect my situation whether these choices are enabled or not, and my mouse remains active either way.

Have you attempted disabling those settings, shutting down the PC and testing connections in various USB ports? It's possible your board continues to supply power through specific ports.
