on the Windows startup my computer would freeze or the mouse would hang. Then during the first launch of startup programs, my PC experienced minor microfreezes.

What is the exact model of the PSU and what age are you using an adapter for the 16 pin that comes in the box? The adapters might not be well made inside the box, which could mean a faulty one. You usually find a 16 pin cable from Corsair or a cable mod designed specifically for your PC PSU. Avoid bending the adapter or the Nvidia adapter as this can cause damage. This is typical for all 16 pin cables sold, and I would strongly advise not bending Nvidia adapters there. Poorly soldered ones are common. the psu cables were inspected and the pc was taken to a repair location with no issues found. ram is installed in slots 2 and 4. temperatures are normal, yet the startup stuttering seems unrelated to temperature changes.
If the temperatures fluctuate or become too high during startup, that could be the cause of the stuttering. As mentioned before, the type and age of the PSU matter. PSU issues aren't always clear, but removing and testing it with another power supply would help. Also, when using an adapter, make sure you're connecting it correctly. If your adapter has three 8-pin connectors, you'll need three separate 8-pin cables from the power supply. Each cable can handle 150 watts, so distributing the load across all three improves stability.
I don't have another psu, so I can't test it. The psu I have now is under a year old, but the adapters are still working. The problem began after a Windows reinstall, so I don't think it's a hardware issue.
