Did you link your monitor to the device rather than the motherboard? Is it using PCIe power? Did you connect the 24-pin power cable?

I'd first look for any error codes on your motherboard. If none are present, remove all connections from the board and then reconnect it.

Ive tried connecting my monitor to both. Ive conected the pcie power to the gpu. No fans are spinning or anything, just the rgb on my motherboard.

Verify if the power button is connected to the correct pin and test shorting the pins with a conductive material, observe if it functions.
