You’ll still require a GPU and it must be powered on. It should be sufficient to connect it yourself, you don’t need thermal paste or even secure the cooler. Just place the coldplate on the CPU and it will stay regulated in BIOS. Some boards need an extra connection to the CPU fan header as a backup, so if it’s present, plug it in.

Ensure the cooler is also in place. It adds pressure on the CPU, which is required. Without it, the pins won't form a correct connection on the pads.

All devices are connected. Nothing is active except the back lights. Sorry for missing it—I had to go to university and install the CPU cooler.

Check if the RAM was connected, then try booting without it. Use only the integrated graphics and one stick of memory to see if it works. Start with the simplest setup possible.

You're spot on with everything, it seems like a motherboard issue might be the root cause. I'm not sure what else to try to pinpoint the exact part, but I'm considering it could be related.
