I experienced an unexpected power cut during a recent shutdown of my gaming PC. The lights only illuminate when I turn the PSU on. My PSU model is the EVGA 650 BQ 80+ Bronze rated.

They're meant to perform that action? You can turn them off in the BIOS settings if it bothers you.

Yes, some users reported issues until power was cut from the power supply. There seems to be a BIOS setting related to RGB, though I can't remember if ASUS included it.

the asrock has a model that won't power down. a small amount of electrical tape fixed it.

When discussing the RGB LEDs, you have the ability to adjust their behavior based on the system state—such as when the computer is powered on, off, in sleep, or hibernation. You can modify these settings either via the BIOS (e.g., setting Page-34 in the motherboard manual under Peripherals) or using RGB Fusion software. On my ASUS X99 Deluxe II board, there was a feature to customize how the RGB lights respond in each mode—for instance, cycling the lights when the computer is on, dimming them to white during sleep, and turning everything off when it's off. This level of control doesn't appear to be available with Gigabyte products.
