When the CPU is placed in the socket, it doesn't operate at all—no fans spin and no screen appears—but it powers up when you take it out.
But how does your PC 'turn on' without a CPU for you to know its a problem with the CPU? You're not POSTing without a CPU... It's hard to say without a spare CPU or GPU. Ryzen doesn't run headless normally, so it requires a dGPU outside of Ryzen 7000 series and G series CPUs. I've also seen Ryzen systems not POST without a keyboard plugged in.
It seems like the device is only signaling that power has been received, not actually starting up. Running a single stick of RAM might help identify the problem, as issues can stem from faulty slots, CPU memory controllers, or the RAM itself. Updating UEFI/BIOS via Q-flash or M-flash could resolve compatibility concerns, but without a CPU, troubleshooting becomes difficult. It appears the system is likely attempting to power on without proper hardware configuration.
