I recently acquired several parts for a new PC. I assembled everything except the GPU, powered it up, but the monitor failed to show anything. In fact, it didn’t even enter POST. So I removed components one by one until I managed to connect just the motherboard, power supply, CPU, and cooler. Here’s what occurs: when I power it on, the motherboard doesn’t emit a beep, its LEDs flash seven times, then it pauses before shutting down. Watch this video for a visual guide: VID_20200505_181746 (1).mp4 After some time, if the PSU remains connected, it might attempt to restart itself, and the same pattern continues. What might be wrong? It could be the motherboard, CPU, or PSU. The parts listed are: Motherboard - Gigabyte B365M DS3H CPU - Intel i5-9400F PSU - Corsair TX650M Cooler - Arctic Alpine 12 CO

It covers all components including CPU, cooler, PSU, and RAM. It won’t post without RAM.

I noticed it takes a moment to understand—this CPU doesn’t display images. The 'f' stands for subtle graphics only; it’s not an APU, just a regular CPU.

Attempted installing one 8GB RAM stick, but nothing altered. The motherboard stayed active briefly before powering off. It seems a short circuit might be the cause. Yes, I know the CPU won’t display an image, but this issue isn’t connected to that.

It might relate to a brief issue. Have you inspected the CPU for any thermal paste on the pins? If absent, it could point to a damaged motherboard.

I've inspected the CPU and its connections thoroughly. Now you have a few possibilities ahead of you.

Okay, it seems I have discovered a pattern with this. When I power the PC on and it doesn't have ram, the things I said in the first post happen (LED flashes 7 times). But, If I put a RAM stick in, it seems to turn on and work normally, but shuts down after about 20 seconds, after a while powers itself on again, and repeats.

Everything functioned as expected. It turned out that once all parts were properly linked, the motherboard stopped working after a short time, making me believe it would restart and then power down again. However, it was actually just the motherboard LEDs turning off, which led me to suspect an issue but realized it was normal behavior.
