I did it since the PSU cables were too short.
The unusual card in the PCIe slot is a test card and its lights don’t turn on either.
PSU is upside down.
If you placed it in the right position, the cables would be sufficiently long.
1. take the motherboard out of the case.
2. detach all unnecessary cables (USB, audio front panel, SATA).
3. remove that strange card—it’s likely not PCIE compatible.
4. connect the CPU fan to the CPU fan header (not the system fan header).
5. ensure only 24-pin and 4-pin CPU power cables are connected, along with the start button cable.
6. verify the CPU power cable wires are spliced correctly (yellow to yellow, black to black).
Then attempt to boot your PC.
Test with another PSU. One that's not old trash and with long enough cables.
What's that PCI-e card?
Are there spacers between the mobo and the case. Don't see any screw btw. There's a short if the motherboard touch the metal of the case. You can fry everthing that's connected to the motherboard.
