you mean that empty/blank plug socket?. i've seen PSU's doing that on some 24pin depends on how it's pinned on the board but it's usually a ground or 12V pin that's not in use since it's getting ground or 12V from another. depending on how the power rails are setup in the PSU make sure EPS/CPU 4x4 pin is connected too. and use a screwdriver to short circuit the 2 pins in the front panel connector cluster that goes to the power switch pwr_sw .. top row from left it's pins 3 and 4, if you have a fan connected it should start spinning when shorting the correct 2 pins.
