I was using an Msi Afterburner profile to boost memory clock to +500, but it stopped working (the value remains at 0). Manually adjusting the slider now only reaches +300 MHz, whereas it used to go up to 1000 MHz. What changed? I updated the GeForce drivers already and saw no improvement. The GPU is still a Rtx 3070, and I also tried the EVGA Precision overclocking tool, which only increased memory by 300 MHz.

Well let me bust out my tinfoil hat for a minute. Nvidia is getting ready to release the 3070 ti which has to slot in between the 3070 and 3080. By limiting 3070's OC it gives credence for a need for the 3070 ti.
Watched a video from Jayztwocents yesterday that showed a 3080 Ti FTW3 matched the performance of the 3090 and is $200 (MSRP) cheaper. That is MSRP not scalper prices.
Ok tinfoil hat off, why would you OC a laptop video card? Laptops already have issues keeping cool compound on top of the GPU shortages i would not try to harm a GPU right now. Nvida is trying all sorts of things to stop miners so they could have put something in the drivers to update the bios to limit OC's

returned to an older driver with identical outcome (max OC 300mhz)
formatted C and reinstalled Windows, same result
uncertain about the current situation

I'm using a Zephyrus G15 with an RTX 3070. There was a VBIOS update that restricted my GPU speed to +300mhz on memory, whereas before it was +350. I think this is what happened to you as well. Could you explain why?

What a great question! You can verify if you have the latest VBOS update by checking your device settings or system information. As for how it gets updated, it typically happens automatically when a new version is released.

It might have been a mandatory setup, similar to what happens occasionally when shutting down the computer. You can't skip it, since an internet connection is required. Gpu-Z could assist, but you must also be aware of the earlier BIOS version.

With my Zephyrus as an example, I can increase clock speeds by nearly 200mhz at identical voltage using the voltage curve editor in MSI Afterburner. Combined with memory OC, this improves performance by about 15% while using less power due to optimized settings. A cooler and faster laptop GPU would be ideal.
I’m unsure if a 3070 Ti will be available as a laptop GPU, but it’s possible.
EDIT: This setup is mainly about underdialing and overclocking, which should not damage the GPU if it remains stable.
