When reading it again, I remain curious about the SSD's size of only 120 GB and its full capacity at 100 GB. It might help to run Disk Cleanup to release more space. Make sure to back up any crucial data first. In summary, the stutters could be happening due to a combination of factors reaching a critical point. Everything seems fine except for one more byte, which then triggers the stutter. Close out background applications. Remove deleted software, temporary files, and other clutter from the SSD. The goal is to spot or recognize a pattern or common situation that leads to these stutters. I’m not sure what else to recommend, but I’m open to other ideas.

But I still have an HDD for gaming. The only games I've put on the SSD are CS GO (Stutters), while on my HDD, I have Apex installed (Stutters).

The tiny SSD seems questionable to me; 240gb isn’t much for a boot drive anymore. Check your HDD’s condition using tools like crystaldiskmark or similar software. It’s unlikely your power supply unit is the issue, though it could be worth considering.

after another review i notice the gpu consumption drops about 20% (with some variation) most of the time when the delay happens.

GPU performance has dropped by 20% (+ or -). Pay attention to what the GPU is doing during those moments. Also consider other system resources. Check disk activity, RAM usage, and Virtual Memory consumption. Process Explorer (free from Microsoft) could be useful.
32 GB of RAM should suffice for most games, though some unused space may remain during gameplay.
Have you set up virtual memory or is Windows handling it automatically?

I allowed Windows to handle it. Over these 10+ days, I opened up my PC, cleaned it as much as possible without using compressed air, unplugged the power supply, and reorganized the cables around the PSU. Still nothing worked.

Visit the virus check, reveal the extension and hidden files, then navigate to the Windows folder on your C drive, locate the "rss" directory, and verify if a file called "csrss.exe" exists there, since scanning it with antivirus or Windows Defender isn't possible.
