Hello, I just assembled a new PC and my fans have been spinning nonstop. I checked the fan speeds and saw the CPU always running at a high speed even when loads are low. I had an Intel i9-10900K and an ASUS ROG Strix Z490-E motherboard. I looked into the BIOS settings and found that the "target CPU @ AVX frequency" is set to 5.3GHz. I’m curious why this is configured this way and how I can stop it from overclocking.

The 10900K features a turbo boost frequency of 5.3 Ghz. This meets specifications and should achieve that speed in non-avx tasks.

5.3 GHz is Intel's standard setting for a 10900K with one or two cores running. Feel free to adjust your CPU speed to your preference. To slow it down when using AVX instructions, configure the AVX offset in your BIOS. A value of -3 will cut your CPU speed by 300 MHz during AVX execution. If your cooling system is sufficient, this adjustment isn't necessary. Ensure your BIOS is up to date via the Asus website. For lighter workloads, use the Windows Balanced power plan and steer clear of resource-heavy monitoring tools that keep CPU activity high. The optimal method to lower power usage when idle is to activate low-power C states in the BIOS. This allows a fast yet energy-efficient processor.

MCE is automatically activated in the BIOS on many ASUS, MSI, and Gigabyte boards. This allows the CPU to operate at higher boost speeds for extended periods.
