New build setup, no windows required—USB is present. M.2 SSD appears in BIOS as M.2 but not as a bootable device. USB works fine, yet I can’t select the SSD. If anyone has tips on formatting it correctly without Windows, that would be extremely useful.

Did you set up Windows on the M.2? Using UEFI it will display only devices with an operating system installed. The drive can be formatted inside the Windows installer, eliminating the need for prior formatting.

This happens because the operating system isn't installed yet on the SSD. It won't show up in the boot menu until a bootable OS is present. The installation tool will then format the SSD.
