I recently assembled my PC and have been operating it smoothly without any problems upon powering it up. When the system is shut down, the fans and GPU briefly activate for a split second at unpredictable times. Mobo: Gigabyte B550 Aorus Elite AX V2
CPU: Ryzen 5800x3d
GPU: 3070 OEM from an old Dell system
RAM: Patriot Viper steel series DDR 4
PSU: Superflower Leadex III gold 850w
I’m unsure if videos are permitted, but here’s the issue video:

update the BIOS of your motherboard
verify if the motherboard is in contact with any conductive surface on the back (case or screws)
remove the front panel from the motherboard headers. Does this also occur?
it might be a faulty power supply or a connection from the wall to your PSU
