I shared my experience about the PC's performance issues on the troubleshooting page and completed a clean Windows installation using an ISO file. The system ran smoothly afterward. After downloading the latest Windows update, I restarted it to install again, but the problem returned—task manager and File Explorer became unresponsive. I performed another clean install from the ISO and decided not to update Windows for some time. I didn’t verify the current version, so I’m advising against any updates until further notice. I suspect Microsoft may have introduced issues with this latest release.
