Here’s a summary of the laptop’s specifications:
AMD Ryzen 9 8945 HS
Nvidia RTX 4070 Mobile
16GB DDR5
1TB Samsung SSD (running Reunion7 with Windows 10 kernel and possibly Ubuntu 24 or 25)

The problem began while playing NSMBU using the WiiU emulator Cemu. The game dropped to around 1FPS, along with the soundtrack and effects. The background video also suffered similar slowdowns. After roughly 30 seconds it improved, but later it occurred again after a short pause. When I turned off the device, left it for about an hour or two, and tried booting again. The boot process took significantly longer—about 30 seconds to a minute longer than usual—and once I accessed Reunion7, it was extremely slow.

Ubuntu also had issues: I couldn’t even start it. It displayed a boot screen with the Ubuntu logo but ended up returning to a black screen.

On Windows, I opened Task Manager and noticed my CPU usage stayed at 100% even when nothing was running in the processes list, while RAM usage was normal.

Anyone have an idea about what might be causing this? Any suggestions on how to fix it would be greatly appreciated.

It seems your SSD might have failed. You could try finding a spare drive, borrowing one instead of buying, and reinstalling the OS to check if the problem continues.
I was able to open Task Manager on Windows and noticed my CPU usage stayed at 100% even when I had almost no processes running. RAM usage was normal.
If you're using a standard version of Windows, high resource consumption while idle suggests a memory leak. The best solutions are either restoring the system before the issue started or reinstalling after creating a bootable USB drive to eliminate any corrupt installer.

what was the cpu usage while it was at 100% processing notes? did you verify the cpu frequency during that period?

With Ryzen processors, the threshold is usually around 85–90°C.
The CPU will reduce its clock speed and power consumption to safeguard itself until conditions improve.
Lowering the multiplier can cause your CPU to run at full capacity.
What can be done?
Ensure your cooler’s airflow is unobstructed and the fan is operating.
Use Windows balanced power mode instead of performance mode.
Set a minimum CPU performance level around 20%.
