Yes, it identifies the presence of a cable. Checking for DHCP status on your laptop is recommended. Use CMD > IPconfig /all to verify. If DHCP is active, proceed with CMD commands: IPconfig /release, then IPconfig /renew to refresh the connection.

Your laptop isn't utilizing DHCP either. What type of device are you linking it to? Is it connected via a router or a switch, and what model is it? You might want to try enabling DHCP manually: launch ‘Control Panel’, press the Windows key and search for ‘Control Panel’, then select ‘Network and Sharing Center’. In the window, click ‘Change Adapter Settings’ under ‘Network and Sharing Center’. Right-click the Ethernet connection and choose ‘Properties’. Within the Ethernet/Wi-Fi Properties section, locate ‘Internet Protocol Version 4 (TCP/IPv4)’ and double-click it. After adjusting, the IP address information will appear in the ‘Internet Protocol Version 4 Properties’ dialog. To activate DHCP, check the boxes labeled ‘Obtain an IP address automatically’ and ‘Obtain DNS server address automatically’. If you want to disable it, uncheck those options.
