I was reattaching my laptop. It worked fine after I did so.
When I restarted it, it felt very slow and laggy—it took about 10 minutes to boot before it only took 10 seconds.
Note: While doing the reattachment, the battery remained plugged in, but I forgot to unplug it.
Note 2: During the process, aluminum foil was placed on the side, which made sudden contact with the motherboard and caused a small spark.
The laptop is currently functioning properly.
No other problems detected.
I used throttle stop after some time, and after making changes, the laptop operated well as it did before.
But when I restarted again, the lag returned, requiring me to restart it through throttle stop to get it working.
I visited several repair shops, but none could identify the issue correctly.

Note 2: during repasting I had aluminum foil on the side, it touched the motherboard suddenly and it sparked a little. That's a sign that you might've shorted the motherboard and/or the ram. Mathew Moniz did something similar on his YT channel and the laptop he had didn't power up at all.
As for ThrottleStop, do you have it set to system startup?
BIOS version for your laptop? Speaking of laptop, you forgot to mention the make and model of your laptop. An SKU will help us twofold.
