The laptop appears to be searching for an additional boot source.
I received a Dell Latitude xt2 XFR. The screen appears briefly, then becomes blank with a flashing cursor in the upper left corner lasting over 60 seconds. After that, the laptop starts booting into Windows 10.
When I reinstalled Windows 7 from a fresh install, the same problem occurred. The hard drive is an SSD. I removed it and booted into Linux using a thumb drive, where all three operating systems started slowly.
I attempted to adjust settings in the BIOS, but nothing worked.
It appears the laptop is searching for another boot device, which is slowing down the process.
Anyone have suggestions on how to resolve this?
laptop bios are generally limited, so it's unclear what options you have. Dell replied two days ago—did you edit the post or did they?

You might need to wait for their response.
There isn't much information here about bios.

I didn't know the age of the pc, so older results could be useful.
Is the boot drive set to an ATA device?
That won't explain why it happens on USB though:

Dell isn't responding since it's outside their warranty. Have you checked the service manual? Might the cellular card be the issue?
it's a laptop that came with Vista installed, which is impressive considering it still functions. the card might be faulty, and locating drivers compatible with Windows 10 could be challenging. if this issue occurs across two different operating systems, it likely points to a hardware problem.
It was pretty peppy with win 10 and linux. The only drivers that I couldn't get were the ones to make the tablet work. There is a win 7 key in the battery compartment so it must have come with win 7.
I just noticed another OS listed in the manual. I didn’t read much of it. I was looking for BIOS instructions but they were very basic. I’m trying to figure out how to get in, not just what actions to take. That’s actually normal for laptops. Most people aren’t familiar with the BIOS.
