The Java files won't open.

I'm trying to get minecraft mods again and reinstalled Java to install forge. But every time I attempt to run forge, nothing happens. I checked the "open with" path, tried running it via command prompt, created a .bat file, and used jarfix, but nothing worked. Any ideas?

I saved it again and used the command prompt once more, and that appears to have resolved the issue.

look like it can't find the ref java file. is there instruction to add the java environment ?
