I have an old custom tower PC I built a long time ago and I'm having trouble booting from any CD/DVD media. With the HDD installed, it attempts to boot from the CD first, then switches to the HDD. Without the HDD, it keeps trying the CD repeatedly until it fails and asks to try again. I've also used multiple ROM drives and a floppy drive without success. I remember the PC was shut down because of blown capacitors, could that be the reason? I understand blown capacitors can cause boot issues, but they might also prevent booting from CD.

Blown caps, unless in the CD drive, won't be the issue. It's probably just a faulty drive. They're inexpensive, so consider replacing it.

Reconnect the CD-drive's power and data cables. Verify that all drive settings are properly configured in the BIOS. If issues persist, consider using a low-cost external USB DVD or BluRay drive.

Based on age, it could struggle to boot from CD without a boot floppy and many older media didn't work without one either. Floppies tend to be quite inconsistent, so unless you recently made a new one, I'd recommend creating a fresh one. If the cable orientation is incorrect, it might appear functional but won't actually start. What exactly are you referring to with the ROM drive?
