I recently purchased a new gaming PC a few years back:
CPU - i910900F
GPU - RTX 3080
RAM - 32GB RAM
Despite these specs, I've consistently felt disappointed with the performance, especially regarding frame rates. To improve things, I performed an upgrade and cleared my memory. I replaced the motherboard with a newer one and installed a 4090 RAM module. The results were noticeable – performance significantly increased. However, I still experience frame drops even when both CPU and GPU usage aren’t at full capacity.
I’ve recently made another upgrade, trying various options such as enabling Resizable BAR and updating the BIOS, but nothing seems to resolve the issue. Now my system features:
Motherboard - ASUS ROG Maxiums XII Extreme LGA 1200 Extended ATX Intel Z490
CPU - i911900KF overclocked to 5GHz
GPU - RTX 4090
CPU Cooler - Liquid cooled, status pending check
RAM - 32GB Corsair DDR4 Vengeance LPX 2666MHz
SSD/HDD - Two Samsung 970 Evo PLus 1TB drives
PSU - MSI MPG A850GF 850w
Chassis - ?
Operating System - Windows 11
Display - Sony BRAVIA OLED
BIOS version - Confirmed as the latest, installed today
I play on a 60Hz monitor and have no desire for anything beyond 60fps. I simply want a stable 60fps at maximum settings in 4K across all applications. At this stage, it feels like an unattainable goal and I’m feeling really frustrated. Besides the high cost of these components, it’s frustrating that I can’t maintain a consistent frame rate with such powerful hardware.
Some observations:
- Reducing resolution has minimal effect, even when load is cut in half or quartered
- DLSS or similar features appear ineffective and may worsen the problem
- Most games run smoothly in certain areas; only about 5% consistently reach 60fps at 4K
- I regularly check benchmark results to gauge performance, but they don’t match my expectations
- All upgrades were carried out by a knowledgeable IT professional with extensive experience, yet he still can’t explain the issue
Can someone help me or provide a solution so I’m not stuck with this situation?

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
Since you performed an upgrade, we'll be seeing a before and after of the build.
I upgraded the Mobo and added a 4090
Did you reinstall the OS in offline mode after the motherboard swap?
+ a memory wipe.
You mean to say you reinstalled the OS?

The malware scan was performed multiple times, and a fresh clean Windows installation along with SSD formatting was applied.
The operating system is Windows 11, RAM is Corsair 32GB DDR4 Vengeance at 2666MHz.

How big of a FPS drop are you talking about need munbers.
Some drops are normal and nothing you can do about them.

I'm reasonable and I understand the occasional frame hitch is normal, especially when you see dips into the low 50s or even 40s in certain spots. In other areas it's smooth as silk, no matter the resolution or whether DLSS is active—it just doesn't make sense.

I'd consider 50" normal, but if it appears in specific spots, it might be in the high 40s too.
