I'm facing the same problem you mentioned, likely starting from one of the recent Windows updates. I'm using Windows 11 and am dealing with it as well. It functions properly after restarts, but it becomes very slow when turning on the PC, and sometimes the same blue screen appears. This has never happened before with this machine. While the system is running, everything works fine.
I've confirmed the process is successful.
I set the computer to advanced startup by following the instructions on the website: https://www.elevenforum.com/t/boot-to-ad...ws-11.425/. (I chose option 1.)
This action restarts the PC into advanced startup, where I selected the 'reset and advanced tools' option, then proceeded to run the startup repair.
The repair completed without issues, and after several power cycles it now functions properly.

Just to add to what was said earlier, the startup repair resolves this issue.
However, when the PC is left on and shuts down by itself, the problem reappears each time I boot from cold, so I have to run the startup repair again.
As a short-term solution, I switched the setting from "Put my computer to sleep after..." to never.
I've learned more about this problem and believe the fault might lie with my external hard drive. When unplugged, the PC doesn't seem to start properly. I have a Seagate drive, and one possible fix is to disable USB Legacy Support. I'll probably give it a shot. Another option is to connect the drive directly while the PC is running, but I'd prefer it stays plugged in all the time.
