I've attempted both, but no improvement. Once the GPU is functional, I think I'll locate it using older settings.

Previously, it was discussed that both 8-pin and 24-pin power connectors utilize 8-pin connectors.

The 3090 is located in the PCIe x16 slot nearest to the CPU.

I have attempted both but am still yes. I apologize, but I need to be up for a few hours at work. Unfortunately, I will have to keep going tomorrow. Thank you for your assistance so far. If you have any ideas, I'll try them tomorrow evening.

I consulted the moderation team for suggestions. The skilled @Ralston18 recommended using another DisplayPort cable and adding port, since your GPU likely has multiple options.

Currently, we're focusing on ideas at work, unable to alter the situation. I've already attempted using an SSD without it and tested various cables and monitors, including HDMI, but the problem persists. Should I consider upgrading RAM or CPU now, or is this less likely to be the reason?

The problem is now fixed. Your new barrow CPU waterblock came with am3 springs, which are much shorter than those in am4/5, so I accidentally tightened the cooler too much.
