What attempts have you made to fix this problem? Have you considered a new installation from the USB drive?

I tried to resolve the issue by navigating to the directory and running a command, but I might need to reinstall Windows. Apologies if it wasn't explained clearly.

Begin with a chkdsk /f repair on the Windows disk, followed by an sfc /scannow scan. After that, attempt to restart the PC again. It tends to fail often—just reinstall everything from scratch if needed.
