I've worked with an X99 OC setup before without any problems. Recently I attempted to boot, but it didn't work. The fans spin for 1-2 seconds, then the CPU indicator flashes red briefly, followed by a halt and repeated cycle. It seems unrelated to the power supply—I swapped in a spare unit. I've reset the CMOS multiple times and replaced the battery. Removing everything except the CPU, board, and PSU didn't help.

I'm wondering if the issue lies with the CPU or the board itself? My processor is an Intel I7-5930K, which is about five years old. The machine includes a GPU and is used for deep learning tasks. Any advice or suggestions would be greatly appreciated.
